Poll: Who should be eligible for GRIN State records?

No change to the current bylaw and anyone in the USA can join the LMSC in Indiana and set records with NO residency requirements.

We should require that someone MUST have a legal residence in Indiana to qualify for a state record.

We should require that a swimmer be registered with GRIN at least six months prior to the date the record is set.
