You won't get a true representation from a 2 part survey with an Either:or statement. It isn't about either education OR access, it's a blend. The topic is much for complex. Education and knowledge of not only how to use something but why and what are the benefits is important, but then access (without censorship) will be important as well. You're asking a chicken and egg question.
The results won't matter much.
