Same problem as Magdalen. (and probably the same symbol!)
Putting in place the infrastructure to count between 0 and 5 % (or even 10%) doesn't seem efficient. Although not a justification for increasing the percentage to incorporate.

The overhead to incorporate a trivial component into the grade is about the same as incorporating a large component. Putting in place the infrastructure to count 0

There's no "less than 5%" but "greater than 0%" option...
