    It doesn't put money in Scotts pocket, so it will never happen. If Scott owned a rival testing company, I'd be more inclined to think he would pursue this. Scott thinks about Scott only.

    This all of sudden solution is to save face. He doesn't care about relieving teachers, students & schools of high stakes testing. Its just a ploy to receive votes when he's up for re-election.
