I am going to bet that this is one of a fleet of Mokes that were offered as rental cars on Santa Catalina island (slightly less than 26 miles across the sea from the Southern California coast line).
The island's owner, the Wriggly company of chewing gum and Chicago Cubs fame, decided that the tourists would be better served renting electric golf carts and the Moke fleet got dumped on the California used car market. A neighbor down the block had one and it made a very cool grocery getter in our mild climate.
