Since Meadow Song (I think that was his name) with the Ermac costume isn't on the list, I'm voting Derpy.
No surprise that Derpy is at the top. I think that Sweetie Bell and Applebloom's costume are mixed up. I believe Sweetie Bell's costume was a Vampire and Applebloom was Bride of Frankenstein.

Derpy's is clearly not the best "costume" as it is just her fancy dress for formal occasions. I'd probably go for Sweetie myself... if her costume was correctly attributed. Oh, well, the Egyptian pony (don't remember her name here) is my personal favourite.
I would have voted for Colgate as a dentist if she was an option, but among the ones that ARE listed, Derpy is the winner.
