Keep politicians out of the process and avoid defined benefit plans and union controlled benefits...they're bankrupting most of America. This is not to say we shouldn't pay for quaility fire protection services but "Civil Service" is a boondoggle intended to strengthen the power of union organizers and politicians without doing much for either the firefighters or the community. This is a good example of where public/private enterprise partnerships can enhance services without excessive costs. Private, for profit, organizations will control costs which politicians and labor organizers won't.
