I think its Mellie, because after Fitz told Mellie Olivia's plan, he left her with nothing to loose, so she went nuclear and named Olivia as the mistress. Mellie had no idea that Fitz would come crawling back to her... literally and figuratively.
I hope it was Fitz who leaked the name. Well, actually Fitz AND Mellie.
This is could be a way for Fitz to assure Mellie that it's over between him and Liv.

I don't think it's rowan . this would only serve to bring these two together. remember something always bring them back to each other.( gravity) and her dad wanted them apart and this is a crisis situation and who does fitz always call in a crisis. opa will find themselves defending both because liv will always defend the man she loves no matter the cost and preserve his presidency.
Rowan doesn't want Olivia with Fitz. The question is why. I think it has to largely do with what happened in Operation Remington. I'm so ready for season 3.
