It wasn't just teachers that were laid off. Many hard working office staff lost their jobs as well. They are the heart of the schools. They run the schools, help the teachers, students and parents.

A bit of a raise for staff who are making a difference; update learning materials for kids; bank the rest, building up a rainy day fund. Side note: if kids do not want to learn or are too lazy to learn - nothing is going to make a difference. Parents and teachers must come up with ways to get their kids excited about learning. Further, paying kids to learn is not appropriate.
