I think Tara rats...I also think we are about to see Jax show us how the apple doesn't fall far from the Jemma tree as the corruption of power morphs him into a Clay-Jemma hybrid. His inability to work with others will lead to the destruction of his family, his Club and his sanity.. He is a sociopath no matter how endearing he may be; they all are.

I dont believe Tara will rat on the MC or Jax. She loves him and doesnt want to be the person that hurts him anymore. I think Jax will help her leave. He'll be the only one that knows where she will go. Jax loves her, Im hoping by the end of the series he'll realize how much. But no Tara isnt a rat. At least I hope not. The Jax/Tara journey isnt over yet.
