Should street lights be turned off at night?

The Street lights are an integral part of any town, Richmond being a tourist destination will be see as being closed for business if the lights are turned off during the hours of darkness.

Richmond has a older population and if the lights are off, no one will be out in the evening and the town and its business will suffer, security and safety will then be compromised. This will increase the need for a raised police, ambulance and fire presence as accident and theft will increase. does the council want this to be on their conscience.

This proposal gives out the wrong message as Richmond without lights will be shut, perhaps the council should have thought about this requirement before they spent all of our council tax on their new offices.
