    Good Article... One point to be noted. Getting selected in exam by these tricks is just the beginning. How about being a collector and not able to comprehend a letter and making mistakes better than slogging those required quality before examination and having the competence to be a "CIVIL SERVANT". The job requires all these skills. One has to have the geo-political-historical knowledge about the country as well as a sharp and analytical mind with logical reasoning. UPSC pattern tests all these skills. Protesting just because you are not good enough will only result in lack of quality in output. Remember ant and grasshopper story ???

    people with strong math and english skills who are confident of clearing the existing CSAT want the paper to remain unchanged. and those with humanities backgrounds or rural schooling want it to be scrapped. just basic human nature. if you are good at something you want the system to be changed so that you can get through.

    a few days later someone will realize that the exam contains constitution, history and geography which favours humanities backgrounds since these subjects are hardly studied in engineering and management schools. isn't the 'unfair' too?? and then they will want to scrap that too.

    what in the end? run a 100m race to clear prelims?? :P

    1. CSAT has biased, as it have a lot of comprehensions.
    2. Logical reasoning and analytical ability questions should increase and comprehensions should be reduced.
    3. Basic numeracy questions may be increased.
    4. THIS IS FOR THOSE FRIENDS WHO FAVOR CAST CURRENT PATTERN THAT THIS IS NOT THAT ONE CAN NOT SOLVE CURRENT PAPER BUT SOCIAL SCIENCE STREAM STUDENT WILL LACK BEHIND ENGINEERING OR MANAGEMENT (CAT) ASPIRANTS.
    5. THIS EXAM SHOULD NOT BE MADE TO SELECT ROBOTS (MACHINES) BUT IT SHOULD WELL CONSIDER STUDENTS WHO HAVE BATTER UNDERSTANDING FOR SOCIAL ASPECTS OF INDIAN SOCIETY. USPC SHOULD NOT BE MADE TO SELECT CANDIDATES WHO ALWAYS HAVE PROFIT AND LOSS CONCEPTS IN THEIR MINDS.
    6. FINALLY, PLEASE COMPARE CAT (MANAGEMENT) EXAM SYLLABUS AND CAST II PAPER SYLLABUS. AND ALSO KEEP YOUR SELF IN RURAL BACKGROUND AND SOCIAL SCIENCE STREAM THEN THINK :)....

    A person who can not solve the basics 10th standard mathematics should not be a civil servant.
    How will he manage things in future when he/she doesn't knows english.
    CSAT should not be scrapped.

    News - angry civil service aspirants want the roll back of CSAT in civil services prelims and collided with police, pelt stones and torch vehicles.

    What is civil services exam?

    These exams are part of the selection process followed by the UPSC (union public service commission) to select suitable candidates for civil services.

    What are civil services?

    Services associated with the governance of the nation like IAS, IPS, IFS, IRS etc falls under civil services. There are 24 services that are identified as civil services.

    What is CSAT?

    The civil services exam has three stage.
    1) prelims
    2) mains
    3) interview.

    The prelims has two papers.
    i) general studies
    ii) CSAT.
    CSAT - Civil services aptitude test.
    It covers comprehension, interpersonal skills, logical reasoning, analytical ability, decision making, problem solving, general memtal ability along with english language comprehension skills. Before CSAT, the pattern was general studies and a optional paper (like botany, geography, civil engineering etc. )

    The 8 questions under english comprehension part in the CSAT paper of prelims donot have negative marks for wrong answering.. they can be removed No objection. The CSAT Paper can be printed in all notified languages. No problem.

    The problem is when people ask for scrapping CSAT. the other 72 questions are necessary as they filter such "hooligans" from real service aspirants.. India needs even tough aptitude filters as these hooligans only intend to loot public money and donot see civil services as a option to serve the nation...

    A real aspirant like me (i work, earn, look after my family and read through the free time i get) will never have a chance to get pass through the prelims which has a optional paper. Majority who cleared prelims with optional papers study in the coaching centers!! They go to a school and read only the syllabus and the material provided by the centera and practice on repeated questions.. will botany as a optional paper radically change every year? Or are they going to ask about the geography of mars one year and that of venus the next year? But in CSAT, i a tax payer and those many who take up the reaponsibility of supporting their family, those who cannot afford the maney to go to cities and study in coaching centers and those many professionals will have a level playing field and the services will have the opportunity of selecting people with varied domain experiences and world knowledge rather than the coaching center products. Past two years i witnessed many practiaing doctors, engineers, working professionals appearing in the mains.. the experience, knowledge, culture they bring in is enormous. India needs more responsible people rather than people good in mugging up..

    The best way forward is to increase the scrutiny in CSAT, eliminate the optional paper in Mains, introduce psycological tests and select post specific candidates.

    No one is against aptitude/english test, in fact aptitudes questions were asked even before introduction of CSAT and there's a english paper in mains. But this pattern of prelims led to very high cutoff, not because of more meritorious people are appearing, merely because more engineers and mba people are appearing for prelims !

    With the current pattern there is discrimination among candidates.
    However I believe both aptitude and English are necessary subjects. I believe that working knowledge of English and reasonable aptitude iQ is sufficient to become administrator, good intention and good emotional intelligence quotient is more required. 2013 exam declares 70/200 as cutoff for csat. This means score of 70+ is enough to qualify csat. Therefore making csat qualifying is good solution as minimum level of required aptitude can be judged.

    CSAT is speed test and helps particular section score high vis-a-vis others and they are well trained experts in this kinda test. Hence, there is bias as it 'll give undue advantage in their favour.Therefore, there's a need to see either reduce the weightage of this paper or make CSAT qualifying so that a real level playing field exists. I doubt if CSAT tests administrative aptitude. UPSC has been a kinda managment entrance exam due to CSAT.

    At this time scrapping the csat s nt fair. instead of they should keep minimum cut for csat 2 paper like 100 marks nd let d marks b same for the GS 1. This will be fair for both. Nw wt d govt has said of exculding d english s really unfair for both ( Hindi & non Hindi ) students.
    I m also non maths background student..

    Basically the CSAT Test administered now is inherently biased in favor of students with Technical Degrees. But Again English and Maths Both are requirements for the making of an administrator. What Should be done is either reduce the weightage of Paper II to 1/2 its current marks and let Paper-I carry the same marking OR Alternatively Have only one Paper with Reducing weightage given to English and Maths. I am a management Student and have no issues in CSAT Paper II. But to avoid injustice to Rural Students or Students of Humanities Background wide changes are needed in CSAT.

    the whole issue is misleading.one thing is obvious that govt is not concerned about the real issue..how could a responsible govt done away with english comprehension..what about others who are from non - hindi belt..those who are from hindi medium at least they are getting hindi translation obviously with bad quality..but remember those who have studied in tamil or any other language they have no choice but to follow english.even they should protest but they are silently preparing...yes in democracy we must have a say..but not in this way.we must be rational..basic math, reasoning or other sections of csat is neither tough nor easy..at least it is much below than cat or even rbi..all the questions can be solved with common sense without any formulae but of course with tremendous practice...we all read maths or reasoning at school level irrespective of medium..so why are we(students) protesting..of course engineers are at advantage but we can tackle it with hard work..even they do have problem with gs..but they do not protest then why we? even anybody can tackle csat with much ease of course with regular practice..I m a rural student with hindi medium ..in previous attempt I cdnt clear csat because I did not practice at all..this time I m confident..trust me it is very easy..instead of scrapping the csat completely govt should fix sectional cut off..at least 80 mrks in gs and 100 mrks in csat..this would be probably the best suitable solution of the hour..sorry if somebody disagrees..

    what the civil servants of Japan, Chinese administrators do if they get the opportunity to go abroad the same thing will be done our administrators. it is not the question of English, because English is tested in compulsory paper. the pattern favors students from technical an urban background not for 70% of rural community in India

    first thing is what is the requirement of CSAT, in the previous pattern all the components were tested at various levels till 2010, in prelims general studies paper they used to test Arthimatic questions and logical reasoning questions. in the mains stage there is compulsory English paper in that they are test reading comprehension and other skills regarding English knowledge, and in mains gs-II paper there were questions like data interpretation statistics were there. so CSAT is not new to us but the question is testing aptitude in the preliminary stage is not rational because most of the rural students were at disadvantage. the best solution are 1) to increase the wait age of GS at prelims stage (or) Scrap CSAT

    C-SAT minus English means,after becoming IAS officers, our aspirant students may be posted only in
    Hindi speaking states.How they will work in southern,eastern & western states? When they get chance to go
    to foreign country,how they will deal with them? At that time they will completely be wet,ashmed on themselves and they will realize that we had done great blunder to protest against C-SAT & bow down to
    Govt. to accept their short sighted demands.

    CSAT Qualifier and Not Scorer The Government must look at first, whether candidates must be eliminated based on CSAT or Selected based on CSAT. As the English language and Numerical ability skills are only eligible skills and not competitive skills, U.P.S.C should specify what is the level of this skills required and set a benchmark ( i,e ) an qualifying mark in English Language, Logical Reasoning and Numerical ability. The students who score minimum percentage of mark in CSAT should be finally selected only on the basis of cutoff marks obtained in General Studies Exam.

    Syllabus is already well defined, if you are not able to crack this paper then do not appear in the exam. In case you want to be so called Administrator then prepare for exam. Don't waste our country's resources and time by creating ruckus on road. One question arises, why students are agitating on the road from the day BJP government has been formed. It seems like a student lobby is there in the inner circle of BJP and that lobby is provoking some students for their electoral gain.
    I am hoping my assumption not to be true, as future of about one million students, who are serious, shall not be compromised just because of handful aspirant and some brainless politicians, who are always there to spoil systems and compromising the Authority of well established institutions.
    I am thoroughly impressed with Mr. Narendra Modi's speech "Government has no business to do business but government has to facilitate, promote and create environment to do business". If government constantly compromising the authority of institutions, then it is next to impossible to be free from clutches of these politicians.

    1. About English to Hindi translation:

    Translation should be more accurate and simple. It is a valid demand.

    2. About scraping English comprehension:

    It should not be done. A civil servant should be aware of the basic level of English. In almost all other exams like state public services exam , bank exam etc, English section is compulsory and also more tougher than the same asked in UPSC. UPSC offers only about 1500 jobs which is only a minute fraction of total jobs created in country. Why these protesting people don't have guts to protest against all other exams? Why do they think that UPSC is only exam for them? I think a serious candidate would never underestimate the importance of English. In my opinion, the protesting people is a mob who is politicized and not aware of requirements of current world.

    3. Scrapping CSAT :

    This will be totally illogical things to do. If an examiner is not allowed to check even basic level of requirements with regard to logical thinking process, then only equitable option before examiner is admission based on Lottery System.

    4. Regarding GS 1 :In todays world, all factual information can be accessed in a second with the help of mobile phone , computer etc. What can not be found is logical thinking process which is developed by individual, so giving solely importance to the GS 1 is irrelevant and illogical.

    If a person who can't answer even basic English and maths is not fit to be a civil servant. The protesters r protesting abt Hindi medium students but in India we have lakhs of students who don't know both English and Hindi but still they are preparing. Now even they might start protesting and there won't be end for this. If south Indian regional language medium students can learn English why not Hindi medium students do that instead of protesting

    Any changes in the exam pattern at this very later stage would be affecting lakhs of students who still continue to prepare keeping the existing pattern in mind. Scrapping CSAT-2 would be compromising the credibility of this elated exam. Any bias because of CSAT-2 can be easily negated by setting a relatively higher cut off in GS paper unlike what UPSC did for last years exam. This way UPSC can ensure only those students with above average performance in both papers are selected.

    Scrapping CSAT at this stage would amount to the protest from the English medium students who are far greater in number than the hindi medium students. And also it wouldn't be justified on the part of those students who have been studying according to the pattern of CSAT and have invested there precious time and money ( in coaching institutes ). Moreover scrapping CSAT would also attract protests from those who rely heavily on paper 2 to fetch maximum marks. Doing away with CSAT to satisfy one group will definitely make the other group unhappy and won't be justified. The ongoing protest over CSAT has lost its way and become demanding. The only problem with the CSAT paper is of translation and everything else at this point of time is irrelevant. Also the debate over the paper being pro - engineering is also not completely correct because apititude is something that everyone should have knowledge about if you aspire to become an IAS officer but the uncertainty of number of maths questions in different years should not be too much as is the case with UPSC which it does to make the paper unpredictable.
    Also if we assume that the pattern of prelims favours engineers then it should not wrong to say that the pattern of mains favours humanity students.

    Civil Service Examination is conducted only to extract those persons from the lot who have the ability to deliver efficiently at a responsible and highly authoritative position. A student who is not able to solve matriculate level English paragraph questions should not look his/her future for such a responsible position where at time a civil servant has to take decision with presence of mind and solve problems to their logical conclusion. Students who are demanding scrapping of CSAT Paper-II which is a mental aptitude paper are mere wasting their precious time in such agitations. Time is running out so i personally believe they should, as soon as possible, give it up. Please don't take it personal but it is reality.

    Only for the lobby of hindi speaking students of mukherjee nagar, allahabad and patna the Govt has played with such an eam like CSP just 3 weeks before the exam. What about the rest of lacks of aspirants who had faith in UPSC and Govt that the exam will be conducted as per the advertisement.
    ABVP, the BJP's youth wing haas hijacked such an agenda and exam.
    Samajwadi Govt who openly supported Sand mafia and acted against Durga Shakti Nagpal and said that U.P. doesnt want IAS officers take them back to centre is now pretending to be the expert in the subject matter.
    There is India beyond Pappu Yadav, Sharad Yadav and Mulayam Yadav.
    This irrational demand will satrt a new divide between U.P. Biahr and rest of India.
    Now, English marks are not considered then why crying fowl.....????
    Openly accept thst u people dont have minimum required aptitude and hindi card is played for being politically correct.

    I think i hit the right string by saying some coaching institutes are behind dis. As one of my frnd agitated over dis and gave example of abc institue and their claims.... Yes this is what i wanna bring to kind attention of everybody this is the fight by old so called "premier" experienced" "specialists" institites which used to prepare student for IAS and now with Csat their monopoly has gone becoz 1 . they are now expert only in paper -1
    2. Other institutes are far superior than them in paper-2 prep .
    Therefore these so called old IAS coching can't digest their cake of pie going to others plate.
    Boom boom..... Thats why this all hallaballo!!!!! And buddy this so called aptitude is not rocket science....even science/ engineering students dont study such subjects in college....this is their hardwork after graduation.... So why it is being called as their advantage rather it is their hardwork.... And it is not like history geography subjecta qhich humanitiws students study "in" their graduation. I 'd like to conclude saying that buddy its not tough task to bring ur mind upto a level of class x level... If u cant, better u try hard... Rather begging for it..... Pls dont make d competition ground uneven...with all the highs in ur side....

    The real problem is the unequal weightage given for the papers.. Let the UPSC prescribe 100 marks to CSAT and 300 marks for G.K ... No one will protest.. This makes the exam more balanced..

    guys .. grow up .. u r preparing for the Indis's one of the tuffest paper and u guys want to set the paper according to ur demands.. ?? Just ask urself .. , is it gud ??.. this is really suprising that some of the aspirants want to become Ifs and Ias officer and they don't want to speak or write english bcz they believe English is an emperial language..

    i think there are three main problem with csat paper-2 which are being objected by non english medium student or the humanity background student...
    1) mechanical translation of hindi comprehension from english text.(40 question)
    2)reasonable ratio of math reasoning which does not favour any background(technical)(32 question)
    3)abolish 9 english language comprehension question.
    goverment has adressed only 3rd part.....major problem is 1st which consist 40% ofpaper and no one can deny ther logic on this portion....GOVERMENT SHOULD LOGICALLY ACCEPTED THAT..BUT GOVERMENT DID NOT ACCEPTED IT AS A PROBLEM( I DONT KNOW WHY..WHICH IS REAL PROBLEM OR BLUNDER MISTAKE UPSC IS DOING FOR LAST 3 YEAR)
    now 2nd problem is also logical(they are not demanding to scrap math reasoning or aptitude)
    i think if goverment really think logically(not politically) or say upsc is unbiased THEN THEY ALSO CANT DENY THESE DEMANDS...

    I think protesters are forgetting the rationality behind civil service. India is a multi-linguist country. A bureaucrat needs to develop pan India attitude. He/she has to deal with files n govt notes. How will they make policies( written) when they resist the only language that links the nation? If North denies English n South- Hindi then how will country work? For vernacular language states civil services are there. Without sounding harsh I believe civil service aspirants need to raise above mediocre; then only can be good bureaucrat.o

    the real issue was the translation of english passage. nw english is eliminated. its nt good. but, the protesters r very serious about their right nd nt sitting nd just giving comment on social networking sites.. something is wrong. we should accept this. nd d solution given by govt before 20 days of exam is unacceptable. 1st jitendra singh went to protest site nd urged upsc to postpone d exam nd nw he rejected their demand. i m nt an ias aspirant but i have sympathy with protesters. they trapped in neta's false promise. earlier too, before election, rajnath singh has promised to scrap csat. nw what happened to his promise? one boy said here dat the protesters are agent of coaching institute. but i suggest him to find d advertisement of carrier launcher in newspapers. C.L. promised 190 out of 200 marks in paper 2 nd boosting his performence by giving some name of students who scored such marks. what is this? can i say C.L. is behind this csat test? he bribed upsc nd dopt minister for nt scrapping csat. infact from my point of view this csat has encouraged coaching business in and around delhi. upsc should accept its mistake. it should nt b a fight of ego. one boy has written here that why shud a scince student b judged on history, polity etc. boy this is nt a bank po job that u shud b tested on maths nd reasoning. this is quantitive aptitude.. an ias shud get selected on the basic of qualitative aptitude. if u think of urself nd u shud think of others too. they r protesting nd here u r making fun of their right. u failed here. u cant b a gud ias officer. if u cant feel others problem, better leave the preparation of ias. jai hind.

    Scrapping CSAT is not the solution... What UPSC expect from civil service aspirants that they should be dynamic and adaptable to various conditions... Thus aspirants should be practical enough to face such an exam...

    Engineers are also preparing for history, geo,polity,pub ad, sociology and so on... If they can do that , than ehy cant these so called bhartiya students(hindi wale) Cant prepare for english.

    It seems that all the problems are faced by Hindi medium students as if only they will take the positions in the IAS and IPS. There seems to be no problem of village boys of Kerala or Mizoram or West Bengal. No one is thinking about them. As they are far away from Delhi. The UPSC or BJP hierarchy changing the terms of examination at the last moment as per demand of only Hindi speaking people. It is a conspiracy to turn the total India into a one language country.

    CSAT is biased towards students with science background . For a student who have came from rural background with humanity and arts subjects throughout their academics ,it is very difficult to solve the reasoning and maths questions with in 2 hours . . To communicate with people simple English is enough ,but to comprehend a passage one has to learn idioms and phrases , meanings of words which are unusual in daily usage ,which is very hard to learn for students with nonenglish medium students ..For an IIT aspirant ,he used to take coaching right from 8th class.whereas in corporate schools there should put a special emphasis on english ..For such guys csat is like chewing gum. they can score 180 plus easily ..just think about students from govt schools .. what happens if upsc keeps the qualifying marks in paper 1 as 100/200 .. so it shouldn't be biased towards any students
    I am not against English completely ,but based on language one cannot judge ones ability ..
    UPSC is saying they r testing 10 class english ...can't they teach same level of English after selections ..

    It is ridiculous that students preparing for this prestigious examination are fearing from this CSAT...people say it benifits engineers, its all crab, my bro is an engineer and he too took classes for that.. CSAT is equally tough for everyone..now, moving on to language issue, if those who are demanding scrapping of english, i want to ask them that how will represent their country at international events as english has become an international franca now...though english to hindi translation needs a bit improovement... But CSAT should not be scrapped at all... English is acting as a bridge which is taking india out of the darkness of medieval ages, plz dont push india back to those dark ages, let it see the light of modernity

    scraping CSAT or curbing /mimising english use in high esteemed UPSC exams will have catastrophic effect on our national unity and progress both. Govt should not bow down/ succumb to such demands. Jai Hind

    It must be scrapped. why ? it is not level playing field for rural aspirants and non Hindi students. Translation is given to Hindi students but not for other language students. Hindi students score well in paper 2 but other language students takes more time to solve the paper, so they can not qualify prelims. From 2011, the scores in mains have been decreasing why? UPSC is not testing knowledge. Administration of country requires generalists. Any way the basic knowledge is tested in mains English compulsory paper. I not against urban students with sound English standards. One must think form rural aspirants and non Hindi students.

    Actually main problem is: English bolna and samjhna is different thing , exam me English que. Karna is different thing.

    One thing I say that in IAS training ::
    learning Hindi those who don' t know Hindi
    Why not learning English those who don't know english.
    Kyo Hindi medium student ko 1st level par hi barrier laga kar ROK diya jata hai.

    CSAT me main problem translate ki hoti hai , uska solution karna chahiye ...
    An kuch English medium student ko English q scrap kar dene se problem ho rhi hai WO ye kyo nhi samjhte Hindi medium student ne 6 the class me jakar. First bar English ke darshan kiye hote hai..

    Jab IAS ki training ke baad regional lag. Sikhayi ja sakti hai toh English bhi sikhayi ja sakti hai...

    Hum Hindi medium student don' t hate English but we love Hindi..

    Jaisa ki gandhiji be bhi kaha that ki ek person apne vicharo ko apni mother language me achese represent kar sakta hai, apni bhasha me he swam ka vikas kar sakta hai , desh ke liye karye kar sakta hai......

    Surely their next demand 'll be direct entry into IAS. Why shoudn't GS-1 paper be scrapped altogether? Why should a science student be judged upon history, geography, polity,eco etc. Why for last so many years paper went this biased way. This new methpd actually has been adapted as a improvement step in recruiting class bureaucrats, who in current world must have this much of basic communication skills, analytical,aptitude, comprehension skills. This is a propaganda being used by coaching institutes,which are using mostly paid non- serious guys to exaggerate the simple things. I prefer without getting into pressure, Govt. Should go ahead with experts neutral advise.... What is they tomorrow start protesting and start saying humanities branch or rural people should be directly allowed in IAS. Grow up everybody, its class x level skills which everybody possesses.... Cmon compete for your success.... Hope a thoughtfull decision shall be taken and not pressurized one!!!!

    u can study all subjects , u are good in math, physics, history etc. whta is problem with english. why not protesting for direct entry to IAS/IFS , as same as our ministers

    Scrapping the entire exam procedure at this juncture is like suicidal on the part of serious candidates from all over the country. ..I dont think any serious aspirant would ever kill these precious time in the name of protest and agitation instead to concentrate whole heartedly in his preparation.

    MAKE A COMMAN LANGUAGE (COMMAN PLATFORM) FOR ALL STATES COMPULSORILY . THAT IS ACCEPTABLE BY ALL STATES AND HAS GLOBAL REACH, NOT JUST ON THE BASIS OF POLITICIANS & VOTE BANK. THINK BROAD & THINK BIG . MICRO AS WELL MACRO. HOPE THE MATTER IS CLEAR, THOSE WHO ABLE TO THINK PRACTICALLY & NOT EMOTIONALLY.AFTER ALL WHO IS GOING TO BE BENEFITED ,ITS OUR CHILDREN & BRIGHT FUTURE.

    yes the poll has biased characteristics however CSAT cant be a basis for urban ruler division. it is English
    Because of too much politicization, the focus has been faded away and locus has taken its place . Every party wants too maximize this issue and no body wants to solve.

    The government's decision to remove English from the CSAT is a huge retrograde step. had enough of protests , people start losing interest ,nxt these protesters wuld demand direct entry in IAS , THERE demands are getting ridiculous
    This is the not demand of student who are protesting, this is the demand of high private institution, teacher and brokers.because student they are protesting are not going to write any UPSC exam , they are the agent of coaching institution, teacher and broker agent and getting money for protest As per the last three year record student enrollment in private institution, coaching,or personal class for teacher is less in number.aspirants who are actually in favour of English, should step-up, and initiate a legal proceeding against all these final moment changes, which apart from giving immense psychological pressure, are sure to affect performance of English-preferring aspirants..

    In my opinion UPSC has to ask candidate recommendation who are writing UPSC exam for syllabus,pattern, subject, paper, problem, After getting candidate resolution UPSC has do prepare panal,inquiry for any change.In absence of time, the situation should be brought directly under consideration of Supreme Court if possible under law.
