What should be done to vastly improve voter turnout in the wake of poor turnout in the August primaries and elections?

    With all the options available to vote, there is NO acceptable reason not to vote. There should be a penalty as opposed to a reward for voting or not.
    The idea of open voting for PRIMARIES is mentally bankrupt. The purpose of primaries is for each party to choose their respective candidates. Having a member of party A vote in a primary for a member of party B is as intelligent as having Ford tell General Motors how to build their cars. The general election gives each voter the opportunity to vote for ANY candidate of their choice.
    A primary is a party selection process. The general election is as the name says, the election.
