Do you think councillors need to live in the ward they represent?

I grew up and have always been active in Ward 10 in Sudbury where I have chosen to run. I know more about the issues within that ward than in Ward 4 which I currently live in. I am now close to the Donovan and 10 kilometers from the town of Azilda which are both part of the ward. I have never lived in Azilda and have not lived in the Donovan for over 20 years now, so I would be ill suited to understand their best interests and requirements. My family has lived in Ward 10 since 1892 and I now have a 6th generation of my family living there while I currently do not. I am however on the Bell Park advisory panel and have helped council arrive at some very important decisions regarding our park. Just because I need to walk less that a kilometer to get to my ward does not omit me from being part of the ward. Caution must be taken before we reach a conclusion about non-residence and a candidates right to represent a given ward. There are a few examples where I agree that distance and dis-connect plays a factor but if it's legal to run, it should be left up to the voters as to who they feel can best represent them and not up to the bureaucrats.
