My NaNo 2012 was a little like your Limbo idea, except only murder victims went there...and it wasn't a place of 2nd chances. It was a hell full of murdered souls who could take any form...some combination of machines, dragons, and wraiths.
And then one day they discover there might be a way back to Earth...
