The Coast Guard should LEAD because they are a maritime response unit that SHOULD be in place along all coastlines (including Burrard Inlet, locally). Who should be right behind them should be fast, industry paid for, leading edge cleanup crews, ships and equipment. The Provincial government should also be out there right away making sure that things are properly done, monitored and cleaned. The oil industry's role must also be one of first responders with world class cleanup techniques in a disaster-response timeliness. As most people are justifiably cool on the abilities of any industry to 'monitor itself' and they have yet to show they are there in a timely manner on land or sea, it means that third party, our Coast Guard (and Canada has a LOT of coast, people) MUST be superbly funded and manned in order to protect our coast and sound the alarm when things go south.
