There is no doubt external affairs ministry has performed exceedingly well since it is headed by a well qualified/experienced/able minister. As for HRD it should be ideally headed by a well qualified/experienced minister. Unfortunately, it is headed by a minister who is not even graduate. Hope, PM will give due importance to HRD and appoint a minister which this ministry deserves more than other ministries.
This rating is faulty, It allows only one tick for one ministry, eg If I click Foreign affairs that does not mean other depts. are not good. We should have a scale of 1 to 5 or 1to 10 for all ministries and then compile the result.
