Every car would still be registered. Every car just wouldn't get a sticker. Police can still easily check registration status without a sticker.
Any time a vehicle is bought,sold, transferred to new owner I believe it should be registered. I could be wrong but from a law enforcement perspective this may be important. Year to year registration is not necessary but it does generate money to give people jobs and ultimately some where down the road it does help the community.
