Should occurances and actions that result in no victim be called crimes? (Part 3)

Yes...If there is no life-form victim, then it is society itself that is being harmed by speeding, not using a seatbelt, etc.

Maybe...If I am in charge and people are doing things I don't like (drug use, protesting, etc)

No...In a free society, the individual must take responsibility for doing harm to another's person or property but not to himself.
