There are laws where nudity is not allowed that are reasonable e.g, for public health and safety in commercial kitchens and occupations that require protective clothing, on public transportation where a towel at least should protect seating. and so on. And then there are obscenity laws...we know that nude is not lewd, but public sex is. Non sexual nudity needs policing to maintain that principle, unless we become open enough to condone it by ignoring it, the same way non human animals do.
