Some students are struggling to pass their courses due to lack of hard work and commitment. I think failure rate will be high if tuition fees are not paid by parents/guardians. People sometimes do not value things that are given for free.
Free education should be given to hardworking students at second year. Free education maybe should be used as an incentive to motivate students to work hard. Lastly, I personally do not believe in things that are given for free especially if I can afford to do things for myself.
