Yes, the regulator is right to be concerned firms are moving more costs to the fund during challenging periods, even when such costs are disclosed
Maybe, the regulator should be keeping an eye out for malpractice but if new costs are disclosed to investors that should be enough
No, managers have the right to levy the charges they see fit and as long as such charges are disclosed to investors this should be fine
