Be very careful that the actions you are attempting to regulate are of a serious enough nature that you are willing to suppress local incomes, community vitality, and freedom for the envisioned goal. How many Vacation Rental consumers want to vacation in commercial zones?? The appeal of these homes is that they are an escape. If an untapped revenue source is the motivation behind these regulations, why would anyone limit them from places they could be most successful? No need for a moratorium while you figure it out.
