    I grew up in Ottawa, Canada. The public school system was really good. The private school system serviced the kids from ex-pat families and troubled kids who struggled in public schools and whose parents could afford the tuition.

    This voting surprised me more than some of the votings in 2016. Most of the A groups either may not have kids are coming from OECD countries...

    Schools, especially elementary schools, should be public and accessible to everybody.

    you mean among the existing (of given quality) public/private schools? " could" means one can afford it? or will it be subsidized/free by the State?

    Growing up (as a product of public elementary school), I realized the products (graduates) of average private elementary schools performed better than their public schools counterparts at the basic education final exams (mostly due to the private schools' aggressive nature of preparing pupils to pass 'final exams'). However, subsequently, when these students are put together in the same class at the secondary education level (as in the case of Ghana), the public elementary school graduates tend to develop faster and mostly over-take their counterpart private school graduates. it is often said that the public school system (in contrary to the private system) tend to give broader and better foundation of education to pupils at basic levels which enable them easily excel at the higher level of education.

    My answer is based on the assumption that the public school would have good learning facilities, and good teachers - of the same quality and competence as would be found in the private school.
