Yes. The Constitution's Tenth Amendment protects states from federal infringements.
Yes. One over-arching law doesn't address states' differing needs.

No. But it should include uniform standards for all state license to conform to like REAL ID drivers licenses.
No. The Second Amendment takes precedence, and the proposed law merely protects an individual right.
No. The "full faith and credit" clause requires reciprocity for carry licenses as well as drivers licenses; and the Second, Ninth, and Tenth Amendments all specifically mention people's right (separate and distinct from the States).
Who cares what ink on paper says. A good concealment rig is the best CCW license anyway.
