Which is the worst source of noise pollution?

The construction noise, and the dirt, from the erection of an 8 story condo building just 2 meters from the windows of the condo here in Puerto Vallarta that I've owned since the mid nineties, goes on 7 days a week from 0800 to dark. The project is illegal from the day the mayor sold the street to the developer without advisement to the citizens ... that mayor had to leave town to avoid criminal charges, but worry
not for him, he's now in the state government in Guadalajara. The neighbors spent hundreds of thousands of pesos to stop this back in Oct 2016, but money won, and we lost.

Another source of noise is the vendors in trucks with speakers, whether they're selling gas, platanos, or cleaning supplies. I don't mind at all--in fact I enjoy--the vendors who use their own voices to announce what they're selling.

Music...from bars, parties until earl early morning..and music doesn't have melodies or rhythm. ..just repetitive and loud. Don't cities have noise or nuisance ordinances? ???? Where a complaint can be filed and proof brought. To a hearing and fines given?
Peace and quiet are becoming increasingly, quality of life issues in this more stressed life.

You are right Lorenzo. "Regular" barking, such as when some stranger or other dog approaches is OK as long as it is over in a minute or two. What bothers me is neurotic bow wow--bow wow that goes on and on, because it indicates suffering.
3 different times, I approached neighbors diplomatically offering them a longer leash, or appearing concerned that the poor dog is unhappy or unwell or needs more freedom etc. Usually helps!

For me it's a toss up between loud music, carros de sonido and barking dogs. I've spent much of the last 25 living in México, I know the population seems to thrive on noise. But I get tired of neighbors (not next door, but several doors down) playing their music as if everyone within a block wants to listen to their music. The carros de sonido are just as bad. When they park within a car length of my house, and I can no longer hear my music or TV, I head out and ask them to please move it on down the street. And dogs! Hijole!! I never hear dogs' owners telling their dogs to be quiet. I really can't blame the dog for being badly trained but I can blame the owners for being badly educated rude and having no respect for others. The difference between how the dogs of Mexicans and Gringos/Canadians comport themselves is like the difference between night and day. My amigos here tend not to believe me when I tell them it is rare to hear dogs barking in Seattle unless you head to a dog park. And it's the truth...
