1) Improve upon homegrown performance diagnostic tools. Third party tools are too expensive to deploy when you have 100's of servers and a limited budget.
2) Proactive development. But this requires you first know where you're bottlenecks are. See #1.
Would spend time on researching a configuration option to benefit system wide change which can save lots of money down the road.
