Ikuto's Dad's actions can be rationalized as him being a distant father to begin with, not even really wanting Ikuto, and so when he comes back he's reluctant to accept the responsibility of now raising two children, when he didn't want one.
Kouji's Dad meanwhile has no explanation beyond "he's a bad person."
