It so depends how you found out! If he told you then yes, he’s clearly in need of some attention.
If you found it cause your background check (no? Just me? Okay whatever) turned up his passport then not so much.
If you connected via a social media that notified you then possibly make a non-committal gesture - kiss on the cheek & call it a birthday surprise?

Get the card, keep it in your purse, play it by ear, and if its going well do the ole, “Oh, I forgot... I got you a card” thing...
