Yes we can do better. Government should lead the way. A massive commitment by government, regulators, utilities and rate payers is needed, particularly for storm-prone areas.
Yes, we can storm-harden the system. But the cost is prohibitive. There may be incremental improvements as we fix broken things, but a re-design is out of the question
Massive undergrounding would solve most of the problems. The customers may grumble at the cost but, presented in the right way, they’ll appreciate the benefits.
Over the years, utilities have pretty much optimized infrastructure design on a benefit/cost basis. Storms and other anomalies are part of operational life. Live with it.
