It'll b Johnny Depp. But it should be Stephen Colbert or David Hyde Pierce.

Casey Affleck gets my vote. Can imagine him as a sinister, creepy riddler. Also, would be very interesting, though completely unlikely to see Jim Carrey have another go under the direction of Nolan.

It should be either Ed Norton or Casey Affleck. Seen Affleck in Jesse James and he was good and could play a darker more sadistic Riddler in the Nolan Films.
The Riddler character could be more personnel to Batman by playing games with him, allies and friends etc and also more destructive to Gotham if he was teamed up with Ra's Al Gouhl; who wants to destroy Gotham anyway.

I voted Don Cheadle. He's got the intelligence and complexity as an actor to go dark, and for the Riddler I almost imagine someone who is nervous, a paranoid killer. His whole gimmick is leaving clues whenever he strikes and so even though he's confident nobody is smart enough to solve them in time he would still always have that fear that someone will beat him to the punch - that's what gives him the adrenaline to keep doing it.
