Pet owners visit doctor's office 20% less so being proactive about one's health should qualify. Maybe only apply deduction to personal owners not hoarders or ANY breeders. Service and rescued pets can provide an additional incentives.

I think any service animal should be able to be deducyted every year and a rescue should be able to also.
