Develop supports outside the classroom, such as better orientation and free English as a second language instruction
Gear the strategy toward not only their studies but encouraging them to move here permanently
I think MUN is already on the right track, largely because its fees are competitive with other institutions
Address the living conditions that some of these students endure: having to rely on a food bank and friends' sofas is not acceptable
